"I came abroad originally as representative of an American firm, M. A. McLoughlin Company, Denver. With them from 1903 to 1908 in London, Paris & Berlin. Then with C. W. Embrey, Nashville, Tenn., pharmaceutical products. In Russia until 1913. In business of my own in Petrograd pharmaceutical-chemical products until 1916. War compelled liquidation and then with W. R. Grase & Co. for six months. Since then with Telephone Construction Co., Moscow-Russian firm, allied with Marconi Co. of New York. . . . Return indefinite." (Moscow, 5 Apr 1918)
"From Mr. Wegener's application it would seem that he has lived abroad for an unusual length of time; that both he and his wife are of German extraction; and that he has given up practically all ties with the United States. He also seems to be quite careless with his passport matters, having allowed his passport to expire for some months while living continuously in Moscow. / I therefore respectfully recommend that Mr. Wegner and his wife be refused passports for continued residence abroad. / Franc C.
